創意城市的概念被提出之後，為都市治理揭示了一項嶄新的方向。人才、科技與包容成為朝向創意城市發展的重要精神。而利用創意為核心的治理手段，營造具有創意氛圍的環境已經成為都市發展的重要議題。 為此，各國近年來紛紛積極建構創意城市指標，已經累積了不少跨國的案例。本文針對創意城市指標進行探索性研究，以完整性、操作性與鑑別度三個原則比較目前各城市的指標系統，包括了美國，歐洲，英國，上海、香港、北京與台灣等地。 本文發現現有的創意城市指標可以區分為兩類，一類是「歐美城市類型」，另一類是「亞洲城市類型」。其差異在於對於包容與多元性指標的解讀與使用不同；對於都市建設的存量指標是否納入的觀點不同；指標系統因為精簡程度不同而使得適用性不同。

Creative city concept was put forward after the treatment for the city reveals a new direction. Talent, technology and tolerance become an important urban development towards the creative spirit. The use of innovative management tools as the core to create a creative milieu of the environment has become an important urban development issues. Countries have been actively building creativity in recent years, urban indicators, has accumulated a lot of cross-national cases. We compare creative indictors system to integrity, operational, discrimination of the three principle, including the United States, Europe, UK, Shanghai, Hong Kong, Beijing and Taiwan and so on. We find existing creative urban indicators can be divided into two categories，One is the type of Europe and US cities , and the other is the type of Asian cities. There are three differences between these two types.1. Interpretation of indicators for the inclusion of different; 2. Whether to include the stock of urban development into different viewpoints; 3. The differences of the number of indicators lead to the applicability of different.
