This paper aims to discuss the issues related to social services delivery for women and resource allocation at the local government level after the consolidation of Taichuang City and County. It mainly employs the concept of modernizing local government to evaluate the gaps between the needs of women and the capacity of social services providers in both Taichuang City and County. The paper is rooted in the research methods of interviews and focus groups, both designed to explore how to make a seamless transition, how to achieve seamless service delivery and citizen governance, and how to allocate resources differentially to be of greater service to more disadvantaged communities after the consolidation process is complete.
