　　　　　本研究主要目的在檢視我國政治環境與警察功能之間的關係。 基本上，秩序維護、執法與服務，是警察功能的三種典型劃分。根據許多學者的研究，整體 政治環境強烈型塑一國的警察功能。而政治環境的發展程度又取決於經濟、社會與文化的表 現。本研究所提出的命題是，由於社經的高度發展，我國警察已由秩序維護，導向執法；但 因受限於中國傳統政治文化與台灣特有的歷史因素，服務的警察功能，則延至近年方才出現。 本研究兼採量化與質化方法。在量化方面，以迴歸及圖解分析法檢驗近三十年來的相關 統計資料；此外為彌補量化分析的先天性缺失，本研究亦採深度訪談與報紙內容分析二種質 化方法。量化分析發現，本研究假設得到支持：警察的秩序維護功能逐漸式微，執法功能代 之而起，服務功能則尚在萌芽階段；且這樣的轉變與政治發展及其外在社經環境的關係密切。 質化分析則發現，中共因素、國家認同、各政治次級系統獨立性不足等因素延緩了警察隨社 經發展而進步的速度；然中產階級意識、民主運動、政治菁英對時勢的體察與警政改革，則 提供了警察提昇至執法功能的動力。是以，為持續提昇警察功能，政治環境因素是很重要的， 本研究建議：自內部而言，應堅持政治改革；外部而言，須與中共保持良性互動。
