　　　　　近年來，國內對於選舉制度的改革有諸多的討論，在今年可能的修憲議題 中，「立委選舉制度的改革」也是備受各界矚目的重要議題之一。我國目前立 法委員選舉所實施的「複數選區單記非讓渡投票制」為何需要改革﹖未來可能 的改革方向又為何﹖在本文中，即要針對我國立委選舉制度做一探討，並以近 幾次立法委員選舉的實際結果為例，來分析此種選舉制度的一些重要特徵及其 對於政黨政治的影響。最後，本文也試圖對於未來立法委員選舉制度的改革， 提出若干建議，以提供有關單位參考。
　　　　　The Single Non-Transferable Vote under Multi-Member-District (SNTV-MMD) has been used as the principal electoral system in Taiwan for decades. Recent electoral reforms in Japan and South Korea have led to the abandoning of SNTV in those countries, leaving Taiwan as the only country with the system. Lately, the electoral reform has also become a salient political issue in Taiwan. Although major political parties had a consensus of electoral reform, there still existed a huge controversy over the proposals for a new hybrid electoral system. This paper first explores the historical background and evolution of SNTV in Taiwan and its impact on Taiwan's party politics and election campaigns. The advantages and drawbacks of this system and the differences between the German and Japanese hybrid electoral systems are also discussed. Finally, this paper makes some suggestions for Taiwan's future electoral reform.
