技術學院在台灣技職教育的發展中扮演著極重要的角色，是以研究發展高科技，培育高級技術人才為目標。其建校宗旨在配合國家經建計畫、培養高級技術人才，且為職業學校與專科學校畢業生提供進修途徑；同時也期望能協助職業學校與專科學校改進專業教學，研發專業知識與技術，傳授高等專業技術和知識，提供產業界研發技術、諮詢顧問、專業人才進修。現階段更是與科技大學、專科學校、高級職業學校及國中技藝教育班共同建立起屬於技職教育的第二條教育國道。
　　近年來面臨高等教育學校的激烈競爭，學齡人口數逐年遞減，加上進入WTO後教育市場開放，外國學校及大陸大學必然更積極到我國招生，甚至可能直接在我國設立分校，未來我國高等技職教育競爭激烈，供過於求的現象，將是預期之下必然發生的事實。因此如何因應可能造成的衝擊，提供私立技術學院可以修正或迎戰的方向，即為本研究之目的。
本研究藉由對資料包絡分析法（DEA）評估模式的探討，以八十九學年度以前改制及新設的37所私立技術學院，依教育部技職司全國技專校院校務基本資料庫系統中，由各校自行填報之九十學年度校務基本資料，衡量各校之整體效率、技術效率、規模效率、參考集合及差額變數分析，探討私立技術學院之相對經營效率，藉由評估結果以找尋經營未達有效率之各校其無效率之原因與可考慮修正之方向。進而輔以Tobit迴歸分析瞭解影響私立技術學院經營效率之因素，依實證結果，提出提升經營效率之七點建議，以供教育當局與私立技術學院作為日後經營上之參考。
Technology Institutes play an important role in technology education of Taiwan. The target toward technology education is cultivating technician and developing high technology. The aim at building these institutes is keeping up with national economic plan, offering vocational and junior graduates an advanced method of study, and promoting vocational and junior colleges'''''''' quality of teaching. Furthermore, technology institutes could upgrade expertise to learners, provide research and development information to industries, offer consulting and organize advanced study to specialists. In other words, technology institutes co-establish the second educational way for the students with universities of science and technology, junior colleges, vocational high schools, and junior and senior vocational high schools to choose their future.
Recently, the competition between higher education institutions is getting serious. The population of school-aged learners is decreased gradually. In addition, educational market has been widen since Taiwan''''''''s entering of WTO, lots of foreign universities (including mainland China) will progressively come to recruit students or even to set up branches. For all factors above, technology institutes will meet greater challenges to survive and should correct their administrative direction inevitably. Hence, how to deal with the possible impact and to provide private technology institutes a new administrative direction are the purposes of this research.
This research contains materials from technology institutes'''''''' basic data system of Technological and Vocational Education of Education Ministry. (including 37 private technology institutes which were newly set up or reformed before 2000) By using DEA (Data Envelopment Analysis) estimated models, the overall efficiency, technology efficiency, scale efficiency, reference set and slack variable efficiency are measured to discuss relative managerial efficiency in private technology institutes. Furthermore, to find the reason how does the inefficiency occur in those institutes by examining the assessment and thereby, to correct their administrative direction. Except for that, Tobit regression analysis is added to reveal the factors of influencing the managerial efficiency in private technology institutes. In conclusion, seven suggestions are made from practical results, to advise Education Ministry and private technology institutes, to seek solutions of achieving higher managerial efficiency in the future.
