The perspective of the local developmental experience of advanced democracy countries, as England, U.S. and Japan, show that decentralization is an opportunity for local development. In the period of democratic transformation, Taiwan has too many problems waiting for solutions. To satisfy the demands of the public and private sectors, we need to adopt the "entrepreneurial sprit" in local government and be engaged in the development of "entrepreneurial region". The promotion of "entrepreneurial government" and "entrepreneurial region" is dependent primarily on the education of civil servants in the universities. In the 1970s, the U.S. combined the experiences of public administration and MBA education to from public affairs management (PAM) that stress quantitative analysis and integration of subjects. The PAM education would be one of the major courses of civil servants in-job training. In Taiwan, the PAM institute of NSYSU set up the public affairs management classes in 1992. The PAM education has been expanded since in Taiwan. To detect the effect of PAM education for the present, the researchers applied the Delphi Technique to establish the constructs of PAM courses, and also used the questionnaire which was generated on the basis of the constructs of PAM classes to collect the opinions of civil servants who have been educated in the field. Results of this study show a high correlation between public affairs management and local development. It is correspondent with research that the author conducted in 1997. The results, the PAM courses seem to be helpful for enhancing the ability to adjust to and promote the "entrepreneurial government and regions" in a rapid transforming period. The experience would also offer some idea for future development of PAM education in Taiwan.
