The aim of the research is to develop a scale to explore the parents’ perception of the importance of factors of educational quality. The subjects being investigated in the survey involved 800 parents, and the available rate of this study was 91.40%. With the questionnaires and statistic analysis of 731 elementary school student’s parents, the conclusions are as follows: 1. The average scores of the factors of educational quality falling on 4.16 to 4.50 means the quality factors are all important. 2. The parents with different occupations and education levels perceive the importance of school educational quality factors significantly different. 3. The parents’ perception of 4 dimensions of educational quality, teachers’ quality, environment and facilities, administration management, curriculum and teaching, correlate with each other significantly. The correlation coefficients are between .527 and .731.
