In the recent years, the technological college and junior college in Taiwan had suffered many management pressures on the insufficient enrollment and many relevant educational problems because of the phenomenon of the decreasing birth rate. The purposes of this study were to examine how technological college and junior college cope with the problems of the low birth rate and facilitate the appropriate strategies to face the educational environment. A total of 558 administrative chief and teachers from 93 technological colleges and junior colleges were randomly selected to participate in the study. The valid questionnaires were 498 and the valid rate was 89.24%. The data were analyzed through result value analysis. The major findings of this study were listed as follows: 1.For school management pressure, "the Competition among Schools" and "the Human Resources Management" were the primary factors. "The Squeezing on Educational Expenditure" and" the Department Adjustment" were the secondary factors. 2.While in the face of management pressure, the strategies employed in order were "Brand Building Strategy","Marketing Strategy", and"Innovation Strategy". 3.For the various aspects of the management pressures, the private technological colleges and junior colleges had suffered the higher pressures of management than the public technological colleges and junior colleges. 4.The technological colleges and junior colleges with establishing history from 31 years to 40 years had confronted the serious pressures on the all management dimensions. 5.The technological colleges and junior colleges with less than 3000 students and located in the remote districts had been in the fact of the highest pressures on the all management dimensions.
