This study discusses problems resulting from current intelligence practice under the Communication Protection and Monitoring Law. To avoid any illegal practice, this study suggests passing a law focused on intelligence collection under the National Security purpose in addition to the Communication Protection and Monitoring Law, with which intelligence agent could comply. Furthermore, this study also suggests amending the Communication Protection and Monitoring Law so that conflicts between these two systems would not become a new problem.
