臺灣的教育改革由原來從上而下的集中管理逐漸轉為較為分散與培力的發展模式。不論是課程改革或有效教學，教育工作者面對的不只是課程內容的更變，還牽涉學校組織的變革和教職員角色和定位之改變。近年來興起的專業學習社群，被提倡做為個體發展和集體目標實踐的新模式，以關係和資源媒合改革目標與策略，在解決問題的同時予以相互的情感支持，以化解教改攪動出來的工作情緒與壓力（陳佩英，2012）。
