　　　　　本文宗旨在分析邁向全球化社會中，民眾應具備的素養和教育問題。現今 社會是一個全球化和地方化並行的社會。傳播科技發展，資金、勞力、商品和 資訊大量快速流通，使得各地民眾被納入全球化的洪流中；然而，分離主義、 新社會運動等地方勢力的崛起，使得國家權力明顯衰退。生活在快速變遷的社 會裡，本文建議素養教育是多重的，它應讓民眾適應新的公民社區和經濟生 活，同時，素養教育應讓我們更具批判性地使用商業化傳播科技，以傳達自己 的聲音，作個精緻的公民。
　　　　　In this article, I display the breadth, depth, and complexity of issues surrounding the study of literacy within a context of globalization. Globalization mostly refers to a set of phenomena that has characterized into huge transfers of money around the world, the rapid development of information technology, and the growth of production and service exchanges. By contrast, identity politics and new social movements generate new localized identities at the expanse of national and class identities that has resulted in the declining role of nation state. I also suggest that literacy pedagogy must account for both radical changes occurring in the nature of public community and economic life and the growing variety of text forms associated with information and multimedia technologies in order to achieve an informed citizenry within the context of reterritorialization.
