This paper reviews the development of public library standards and examines international, national, and state public library standards in the United States. The standards studied are: ISO 11620 library performance indicators, Output measures for public libraries, and the standards for Colorado, Connecticut, Florida, Indiana, and Kansas state public libraries. Based on the examination of four quantitative, resource-based criteria-library staff, library resources, library facilities, and library services-to determine if any agreement exist about them among these eight standards. The conclusion contains a summary of indicators and a discussion of the implications the indicators may have for library evaluation and development.
