近年來大陸已成為台灣資訊產業的重要海外據點。如何在三資企業中,適當的管理台灣與大陸的幹部將極為關鍵。然而,資訊科技的迅速發展,造成資訊從業人員必須不斷的學習新興科技。在這樣的情況下,資訊從業人員的工作描述及定義將非常困難。如此一來,資訊從業人員的工作產出將非常不容易被具體的衡量。因此,資訊從業人員是否願意「主動且積極的」從事有助於企業績效的行為,對於資訊產業將是極為重要的關鍵成功因素之一。所以,組織的正式酬賞制度未直接承認,但整體而言有益於組織運作成效的「組織公民行為」,在資訊業中扮演著績效優劣之關鍵角色。資訊軟體業如能在台灣與大陸兩地,促進員工的組織公民行為,將會在人力資源管理上產生重大效用。
過去學者提出「組織公民行為」之相關模式與研究,大都採用社會交換觀點,甚少以個人意圖觀點進行理論模式之建構,對於個人從事特定行為的個人心理因素上著墨甚少。此外,相關研究大都發源於歐美地區,這些研究在不同文化背景下的適域性已有許多學者加以懷疑及批評。若將相關理論與模型應用在價值體系、歷史背景以及經濟發展皆有相當差異的亞洲地區,適用性則更有待進一步探討。
因此,本研究採用慎思行動理論,從意向觀點,探討個人態度與社會規範對從事組織公民行為意圖的影響。並就文化因素中之時間導向,探討文化因素在兩岸間之差異,以及文化構面對個人態度﹑社會規範與行為意圖的直接以及調節影響。
研究結果顯示,台灣與大陸地區在時間導向上存在著顯著差異,顯示台灣與大陸因為過去五十年來經濟、政治及社會的發展,產生了文化構面上的差異。時間導向構面對個人從事組織公民行為的態度與主觀規範亦存在著顯著的直接影響。另外,時間導向在資訊人員從事組織公民行為的態度與主觀規範對行為意圖的影響上,扮演著調節性的角色。這也顯示西方學者以慎思行動理論解釋特定行為意圖時,將文化構面加以考慮後,將會產生不同的面貌。也就是說,在不同的文化下,慎思行動理論有必要作一些修正。
