　　　　　由經濟學的觀點出發，國有企業最被詬病之處在於經營無效率，本研究則由社會學的控制觀點出發，認為效率實是個模糊、具價值取向又沒有客觀衡量標準的觀念，因此不適於用此對國有企業下判斷。利用既存的文獻，以及面訪在臺法國國有企業的外派人員，本文綜合比較法國與臺灣私有化的過程，並且比較兩國國有企業與私有企業的（非經濟活動的）競租行為、企業統御結構以及海外投資，得到以下的結論：企業的所有權實在和其經營效率並無太大關聯，「效率」的概念實是由社會所建構出來的，尤其是企業統御結構的運作結果。
　　　　　Economists typically criticize state-owned enterprises as being inefficient firms. The nature of my research, however, has a sociologically oriented control viewpoint which contends that inefficiency is such a vague and value-oriented concept that it is not sufficient in the study of state owned enterprises. By reviewing the literature and interviewing the expatriates of French multinational state-owned enterprises, the author analytically compares the privatization processes of France and Taiwan, and the rent-seeking, corporate governance and foreign investment between state-owned and private firms in the two countries. This research concludes that business efficiency is not determined by firm ownership. Rather, it is the result of social construction, especially the result of corporate governance.
