洪患地區屬於天然災害敏感地區，由於不當的開發行為，勢必造成生態資源破壞、加速自然災害之發生與蔓延。有鑒於人類因居住及生活空間逐漸擴展至傳統上被視為不宜開發之土地，在歷經洪患的驗證下，證明其土地過度開發結果不但無法達到土地資源之有效使用，更破壞了大自然的生態發展。因此，對於洪患地區內之既存社區，如何協助其瞭解自我及加強其自主防救災能力乃本文研究的主要動機。 本文首先介紹洪患敏感區的形成及探討洪患對於土地使用與社區生態、人文、經濟層面之衝擊。其次介紹社區防救災理念及國內外對社區防救災的認知與推動情形。最後探討社區洪患防救對策及防救災機制之建立，期以達到社區永續發展目標，並對洪患地區內社區防救災機制之協力模型、組織分工及自主防救災組織機制運作提出建議，以供洪患社區辦理防救災之參考。

Flooding area is part of natural disaster sensitive area. Inappropriate development in the sensitive area will lead to destroy the ecological resources and speed up the occurrence and spread of nature disaster. People's living spaces are gradually extending to the areas where traditionally unsuitable for physical development. The past flood disasters have been verifying inappropriate development not only to be useless for utilizing land resources but also destructive to ecological development. This paper thus attempts to conduct a study on establishing the mechanism of disaster prevention and rescue for approaching to a sustainable development in the existing communities of the flooding area. Initially this paper probes into the formation of flooding area and the progression of land utilization. Then to recognize the problems of the communities in flooding area, the negligence and contradiction of traditional utility program, and to realize the impacts on community ecology, culture and economy. Both international and domestic circumstances in the implementation of community disaster prevention and rescue will be subsequently introduced. Finally the paper explores the strategies and mechanism of disaster prevention and rescue, so as to achieve a sustainable development. Recommendations on establishing a self-controlled mechanism concerning its model of partnership, the way of working together on a project but doing different things have been provided as a reference for implementing disaster prevention and rescue system in flooding area.
