金門為台灣的離島之一，早期為戰地前線，於1992年終止戰地政務，1993年才開放觀光，早期戰地政務的實施，使得金門有著種種限制。90年代初期剛開放觀光的金門，急於發展觀光促進地方經濟發展，以振興地方經濟繁榮，公私部門都積極投入觀光發展，因此，在社區的發展上相對晚於台灣，也不若台灣的活絡。本研究目的在於瞭解戰地政務解除後，以發展觀光為主的離島金門之社區發展情形及目前社區發展之相關問題與困境。本文除了文獻資料蒐集外，主要以焦點團體方法及深度訪談方式來獲取相關資料。最後依研究結果提出相關建議，作為促進社區永續發展之參考，並提出後續研究建議。

Kinmen, an island far from Taiwan, was the battleground for defense of Taiwan's coast against the mainland forces for nearly a half century. The government lifted the military administration of Kinmen in 1992. Then, Kinmen opened up as a tourist destination in 1993. In the early days of Kinmen, there were many restrictions during the military administration period. Developing tourism becomes the major source for local economic development in Kinmen. The community development and community empowerment of communities in Kinmen are not as well as those in Taiwan. Thus, the purposes of this study aimed to investgate the development of Kinmen's communities and showed the profiles of community development, as well as difficulties and problems for community development in Kinmen. The study employed documentary analysis, focus group interview, and in-depth interview method to collect data. The study provided suggestions as references for sustainable development of the community. Finally, the study provides suggestions for future studies.
