這篇文章的目的在觀察地方菁英的民主認知。所謂民主的認知是指地方菁英對民主的定義、對目前民主發展現況的評估、對有無管道挑戰決策者的看法、對民眾影響力的看法以及對民眾對地方事務參與的看法。首先在民主的定義上，地方菁英的表現，沒有出現與一般認知中的民主觀念相左的看法。對目前民主發展現況的評估，民眾的權力大否？政治參與是否踴躍，也都與現實印象沒有太大出入，至是有趣的是，鄉級地方菁英對於有無管道可以挑戰領導人的決策時所表現出來的態度居然是認為沒有管道者多於認為有管道者。經深入訪談進一步探究其中原因，發現不是代表們不清更本身職權，而是因為感嘆鄉代會的法定職權中對於決策的改變沒有實質的影響，加上鄉的地理轄區過小，很難擺脫地方的人情壓力，更由於地方派系運作的結果，使得挑戰決策的方法變得不切實際，沒有效果。

The main purpose of this article is not build a theory but to understand the thought of local elites. The way author understand local elites’s democratic perception is thought. First, how they define democracy, Second, How they evaluate Taiwan’s democracy, Third, If there exist any channels or ways to challenge local decision maker. Our funding in this research is: First, all local elites’ definition to democracy is fit what we know from textbook. Second, local elites thought Taiwan’s democracy, in general view, is O.K. Third, local elites thought there is no effective way to challenge local decision maker.
