近年來住宅火災已成我國建築物火災的主要類型，窺探其主因為一般民眾普遍對住宅火災初期的應變能力不足，加上當地消防隊到達時間的延遲，導致火災發生時無法即時撲滅火災。目前，我國致力於社區防災的推動，故若同時將「社區消防組織」納入編組，發揮社區火災防救功能，提升社區整體防禦火災的能力，便能在火災發生的初期，發揮「自救、互救」的功能，掌握撲滅火災的最佳時機，降低火災對社區居民所造成的生命財產損失。本研究採用文獻分析法、個案研究法、透過對文獻的內容進行分析與探討，獲得目前國內、外的做法及已知知識的了解，並以宜蘭縣員山鄉同樂社區作為個案研究對象，深入了解社區消防工作實際運作的優缺點，以供國內消防機關及民間、社區在推動社區消防工作時的基礎。

In recent year, home fires have become the predominant type of building fire in Taiwan. The principal reason for this is that common people’s ability to react to fires is sufficient during the initial periods of fires. In addition the local fire brigade’s delayed arrival time, usually makes it impossible to suppress fires immediately. At present, our country is devoted to the development of community-based disaster preparedness. If we are able to simultaneously bring “the community-based fire organization” into the community-based disaster preparedness system, to realize the fire prevention and rescue function of the community fire organization, this will help promote the community’s ability to prevent fires, and display “self rescue, mutual rescue” function during a fire’s initial period, in which people can grasp the best opportunity to suppress the fire. This will help life and property loss from the fire.
