1997年社工師法的通過，對於社會工作專業地位的提升與專業權威的建立，有著一 定程度的影響。然而在此專業蓬勃發展與人力不足的同時，仍有一批宗教體系學校畢業 的助人工作者，因為社工師法令的修改，在學歷與就業資格上，遭到專業體制的排除。 本文記錄這段被遺忘的歷史，期望勾勒出體制排除背後：考試、證照制度及福利民營化 思潮，三種推力，對專業人力發展的影響。

　There are major influences on the developments of social work profession since the enactment of Social Worker Act in 1997.However,there is a group of social wokers still excluded by social work institutions. On account of the modifications of some laws and regulations about social work during 2001-2007, they are now facing their predicaments of employment and no rights to have qualified examinations. This article try to depict this forgotten history in order to articulate the thrust behind the exclusion ： the institution of examination, certification and the privatization of social welfare service. The powers abovementioned show great impact upon the manpower of social work profession.
