清朝領有臺灣之後，水師防務的設置主要以安平及澎湖為主，初期，臺灣北部地區並未設置水師。海盜鄭盡心事件之後，於淡水設置水師營，但布署的人力及戰船數量有限。乾隆以降，臺灣北部的發展快速，人口聚集重心已由淡水轉往臺北盆地。為加強治安之維護，此時水師的駐防重心亦轉往艋舺(Bangkah)，但清廷並未忽略淡水的重要性，相關水師設備並未減少。嘉慶十年(1805)，海盜蔡牽劫掠淡水，清政府為加強防務，增強了周邊的軍事設施。同時間為因應臺灣北部開發，除了水師防務增強之外，陸路防務亦隨之擴編。但陸防的擴編並不影響海防之發展，反而形成海陸並重之勢。

After Qing dominated Taiwan, the establishment of the Navy was mainly located in Anping and Penghu. In the beginning of the period, there was not any naval installation in northern Taiwan. After the incident of the pirate Zheng Jin-xin, the navy was established in Tamsui, but the arrangement was limited.During and after the reigns of the Qianlong emperors, the northern Taiwan developed rapidly, and that caused the transition of the popularity from Tamsui to Taipei. In order to strengthen the public security, the center of the navy transferred to Bangkah. However, the Qing government did not ignore the importance of Tamsui; therefore, the naval equipment there was not decreased.In the year 1805, the pirate Jiaqing plundered Tamsui. To defend against the pirates, the Qing government reinforced the surrounding armed facilities. At the same time, for the development of the northern Taiwan, not only the defense of the navy was reinforced, that of the army was also expanded. The expansion of the army did not impede the development of the navy. In fact, the development of the army and the navy were equally emphasized at that time.
