Taiwan has provided the foreign spouses welfare services since 1999. However, the comprehensive schemes which included medical services, employ services, educated services, economic security plan and welfare services were set up in 2003. The effectiveness of the schemes will have a direct impact on the protection of foreign spouse's social right. Therefore, the evaluation toward its welfare service delivery system is an important subject. The study's goal was to evaluate the welfare services provided to foreign spouses by the Taichung City Government. The analysis included the following dimension: (1) Reviewing the current welfare services. (2) Analyzing strategies for improving the activities and operational framework. (3) Discussing the possibility and strategy for building a better mechanism. Responsive evaluation approach adopted in this study, interviewed 11 stakeholders and evaluative standards were taken by effectiveness, efficiency and adequacy. Following detailed discussion on major findings, this paper provides several suggests for future adjustments for foreign spouse’s welfare services and organizational framework.
