本文旨在透過歷史研究與檔案文件分析,探討國際教育理念與實務之歷史發展與未來展望。國際教育的理念可以遠溯Diogenes the Cynic的世界主義。J. A. Commenius本於其泛智教育哲學,提出光明學院的構想,I.Kant則提出世界法之理念,均對後來國際和平教育與組織產生重大影響。19世紀隨著工商發達,世界博覽會成為制度化的組織,國際教育會議亦隨之舉辦,成為爾後國際教育會議之典型。此世紀也由於戰亂頻繁,使得重要思想家如M.-A. Jullien de Paris、H. Molkenboer、Fr. Kemeny及I. Kandel等人皆主張透過國際教育組織來進行和平教育。20世紀初在民族主義和文化的國際主義相互激盪下,促進了「國際教育局」和「聯合國教育、科學及文化組織」之成立。在兩個國際教育組織協同努力下,不僅在全民教育、永續發展教育、婦女與弱勢族群教育有成績,更提出極為前瞻性的策略工作計畫,以透過教育實現世界永久和平之理想。就實務而言,「國際高中會考組織」及「教育樞紐」組織之迅速擴充,成為另一股重要的國際教育新潮流。
Employing historical approach and documentary analysis, this paper attempts to explicate the origin and development of international education ideas, conferences and organizations. The pioneers and the advocates of international education ideas and organizations, e.g. Diogenes the Cynic, Zeno, Commenius, Kant, Julliet, Kommeny, Kandel etc., are discussed in order to show the historical background of the establishment of international education organizations . The achievements and future strategic plans of two prominent international education organizations, International Bureau of Education and United Nations Educational, Scientific and Cultural Organization, are presented to show the current trends and prospective development in this field. The rapid expansion of International Baccalaureate and Education Hub exerts also a great force on the development of international education.
