Education is one of the indispensible elements for the development of a country. To promote the whole competition of a country, to satisfy the demand of human beings, and to stimulate individual potential intelligence, education of a country should progress constantly in accordance with the change of the current trends. Higher education, a cradle of incubating professional people, plays an essential role in research and development, academic knowledge, and extensive educational service in the overwhelming development of a country. Nevertheless, there are some disadvantages in the current higher education. In order to provide college students with more professional knowledge and skills, and to develop their authentic knowledge and global competition, higher education policies and measures have to be amended in accordance with the changes of the society. In this paper, the reader will be shown the comparisons and contracts between the higher education reforms of Taiwan, Republic of China, and Japan.Due to the similar geographical location, development of history and educational systems and approaches, it is worth investigating the higher education reforms and strategies of Taiwan and Japan. There are several discussions in the independence of the education strategies, teaching evaluation and research, development of international and professional people among universities with high ranks in Taiwan and Japan. The relative results of the paper will be positive references for governments, education administrative institutes and academic researchers.
