公共治理研究自1990年代崛起，至今發展已超過二十年，據本研究所蒐集到的國外相關研究顯示，國際組織、學術研究中心及學者，已研發出許多能夠針對「公共治理品質」檢測的指標系統，由此可見學界已將治理質化過程，進一步透過量化途徑來加以研究。再者，為使公共治理指標能「在地化」使用，本研究試以新竹都會治理模式為個案，建構一適宜該地區治理情況之「治理指標監測系統」。本文藉相關治理指標文獻回顧，將各治理指標體系架構經由分類、歸納、合併後，參照美國矽谷園區治理發展情況，並以其所建構矽谷治理指標，與其他著名國際組織等所建構之指標系統為基礎，與新竹都會治理現況結合，透過兩回合式的德爾菲專家問卷調查，進行學者專家相互腦力激盪與回饋之過程，配合本研究所設定之「專家共識性差異指數」（CDI值）、「專家意見變動程度」及「指標選取門檻」等三準則，篩選與確立以5構面、15指標群與40項次級治理指標組成的「新竹都會治理指標評量系統」雛形。

Studies on public governance have gone through more than two decades of extensive development since the amount of research in this field rose sharply in the 1990s. According to the research collected in this study, a number of indicator systems that may be used to evaluate the quality of public governance have been developed by international organizations, academic research centers and academics. It is thus apparent that the academic community has begun to shift its focus from quantitative to qualitative research. In order to apply the use of governance indicators locally, the researcher attempted to formulate governance monitoring indicator system to suit the Hsinchu metropolitan area. In this study, the governance indicator system structures found in the review of related literature were first categorized, generalized, and merged. With the development of the governance of Silicon Valley and its governance indicators as a reference, its indicator system as well as those of other well-known international organizations were integrated into the formulation of an indicator system for the Hsinchu metropolitan area. After carrying out two rounds of the Delphi survey, academics and experts worked together to select the most appropriate components in establishing a prototype ＂Hsinchu City Governance Indicator Assessment System＂ consisting of 5 constructs, 15 indicator groups, and 40 sub-indicators that met the three criteria of the ＂expert consensus difference index (CDI value)＂, ＂degree of variation in expert opinion＂, and ＂indicator selection threshold＂.
