台灣產業由傳統的勞力密集產業,邁入技術密集階段的速度非常迅速。在跨入二十一世紀後,由於已進入高科技的現代化時代再加上社會盲目盛行文憑主義,講求學歷至上、學力其次,致使技職教育功能受到扭曲,學校教育與企業人才需求形成嚴重的供需失衡現象,學校所學與企業需求嚴重脫節。因此,本研究提出應用六標準差改善手法於降低職業訓練機構訓用落差之研究。在六標準差的DMAIC步驟改善中,第一個步驟-定義是以縮短剛出社會的新進員工上線時間為主要改善問題。在衡量步驟的部分,則是訂定一個衡量剛邁入職場之新進員工上線時間的指標。接著在分析的步驟中,是以訓用落差之特性要因圖作為分析的工具,分析造成學用落差,導致剛出社會的新進員工上線時間太長的原因。在改善步驟,則依據訓用落差之特性要因圖所分析出的結果提出改善策略及方法,並以導入ISO 10015做為提昇訓練品質與降低訓用落差之措施。在最後的控制步驟裡,本文提出一套簡單明確的管制方法,以確保改善後的成果。本研究之實驗結果顯示,本文所提出的改善方案,確實能夠有效降低訓用落差、減少企業之人力成本、縮短新進員工上線時間以及穩定員工工作品質。本研究亦針對政府職業訓練相關單位分別提出改善策略與建議,期望透過本研究之結果,對於訓用落差、職業訓練成效與技職教育能有實質助益。
