　　　　　在美國公共行政學術發展過程中，黑堡宣言（Blacksburg Manifesto）佔有一席重要的地位。這篇規範性的著作，係由美國維吉尼亞理工學院暨州立大學（Virginia Polytechnic Institute and State University）公共行政與政策中心（Center for Public Administration and Policy）的五位知名學者（Gary L. Wamsley, Charles T. Goodsell，John A. Rohr, Orion F. White, James F. Wolf）以腦力激盪方式所共同完成，於1983年春首次公開發表，全名為「公共行政與治理過程：轉變美國的政治對話」（Public Administration and the Governance Process : Shifting the Political Dialogue），簡稱黑堡宣言（黑堡係維吉尼亞理工學院暨州立大學之主要校址所在地）。其後該宣言在公共行政學官兩界廣為流傳，深受矚目，並激發許多人對「公共行政在美國治理過程中的角色」之議題，進行對話、研討與辯論。本文旨在對黑堡宣言作一深入的介紹與析論，並從宏觀的角度探討其在公共行政學術發展中之定位，進而以本土化的眼光闡述其對我國公共行政學術界與實務界之啟示。全文共分六段，從第一段簡述公共行政的核心議題一民主與行政，導入第二段黑堡宣言撰寫的緣起與過程，第三段則描述黑堡宣言的內容與論點，第四段析論黑堡宣言在公共行政學術生態中的定位，第五段研討黑堡宣言對台灣民主化之啟示，最後本文從「重建公共行政」（Refounding Public Administration）與「政府再造」（Reinventing Government）角度，提出一些思考的方向與議題，供我國公共行政學術界與實務界參考。
　　　　　In the intellectual development of public administration in the United States, Blacksburg Manifesto occupies a significant position. This purely normative Manifesto is collectively written by five famous professors at the Center for Public Administration and Policy in the Virginia Polytechnic Institute and State University: Gary L. Wamsley, Charles T. Goodsell, John A. Rohr, Orion F. White, James F. Wolf. The Manifesto was first announced publicly in 1983 under the title--"Public Administration and the Governance Process: Shifting the Political Dialogue," also known as Blacksburg Manifesto (Blacksburg is where the main campus of the Virginia Polytechnic Institute and State University locates). Since then, the Manifesto has been widely inseminated in the community of public administration and has attracted great attention. It is a provocative document, stimulating scholars and practitioners into hot discussions and debates on the role of public administration in governance process. The purpose of this paper is three fold. First, this paper introduces and analyzes Blacksburg Manifesto in depth. Second, form a broad exceptive this paper identifies the location of Blacksburg Manifesto in the intellectual ecology of public administration. Finally, this paper takes a local perspective to speculate the implications of Blacksburg Manifesto to the community of public administration in Taiwan.
