這篇文章旨在以一九九O年代臺北市的都市規劃轉型作為案例，分析全球化過程、地方政治以及社區回應等多層級的因素之間的互動。 首先作者分析了臺北市的都市規劃發展過程及其特性，包括日治時期、國民黨威權時期、以及八O年代晚期後市民社會興起等三個階段。作者將焦點放在最近兩個階段的轉化，指出九O年代由全球化過程所觸動的都市政治的變動促成了臺北市政府將民眾參與引入都市計畫，改寫了原有官僚式計畫的特性。在這個過程中，全球、地方、鄰里等多層次的力量交互作用，提供給草根組織者、規劃者新契機，進一步促使政府官僚提出新的規劃方向。作者除了對都市計畫中的社區參與與機制加以說明之外，並以永康社區為例，具體描繪了上述發展。 在結論中，作者認為臺北市都市計畫的民眾參與與適足說明都市政治與規劃取向間的密切互動。然而作者也提醒，由於現今官僚制度仍具有一些根本障礙，在最近民眾參與操作已出現象徵化與形式化的傾向，有待規劃界重新開創新視野。

This paper aims to illustrate the multiple interactions among global processes, local politics and the community response in Taipei's urban planning in the 1990s. It starts with an analysis of the characters of Taipei’s urban planning in three distinct stages, including Japanese colonial era before WWII, the KMT authoritarian regime prior to the late 1980s, and the era of emerging civil society since the late 1980s, giving special attention to the dramatic transformation in the past two decades. Then the paper introduces the model of participatory planning at the community level, which is the outcome produced by the new urban politics in the global era. Using the example of community actions in the community of Yong-Kang, the study then elaborates the power geometry of urban politics working at the community level. In the final part, the participatory model's achievements and limitation are highlighted.
