二十世紀末葉，資訊科技的蓬勃發展與對自由主義式民主的反思與批判，喚醒了人們對於古希臘時代城邦政治生活中有效參與公共審議過程之嚮往，而網際網路的湧現能否有助於實現人們引頸企盼的理想公共領域，並藉以發揮民主對話與辯論之核心審議功能，將更備受矚目。於此同時，此一轉變對個人、共同社會與政府間之互動關係與關係模式造成何種影響，亦是學界與實務界最終需面對的問題與挑戰。其中，尤以兼具公共性與地方性之審議場域、論述形式與溝通介面更為未來研究與發展之首要趨勢與關鍵。然而，欲闡明網際網路是否有助於審議式民主實現的可能性，亦須顧及現實中審議民主本身之限制與探究網際網路對於公共審議與民主實踐之效用為何？並檢視政府於此變遷過程中其職能與角色之轉變為何？以及更進一步的分析各地方政府現有之相關措施、建置與其運用狀況為何？爰此，本文以審議民主與民主溝通之規範性理論的探討出發，輔以經驗性的研究調查交叉驗證，希冀藉此瞭解我國各地方政府運用資訊科技於促進審議式民主實踐之角色、功能、限制與實施現況，以玆政府未來推動數位化民主、落實數位化治理與實踐網際審議式民主之參考，並對相關學術文獻作出貢獻。

In the last decades of 20th Century, developments of ICT and introspects to the Liberal Democracy with the animadversion, awakened people to look forward to participating effectively in public deliberation of political life. Whether the development of the internet can contribute to carrying out the ideal speech situation that people anticipate, is going to receive more attention. What is the change influencing the interactive relation and the relation mode of the persons, the common society and the government? Therefore, the foregoing is the core problem and the momentous challenge that the educational circles and the practical fields must face finally. Especially the study concerning the public and the area-domain of public sphere, discussing form and communicating interface, are the initial trend and key of the development in the future study. However, if we want to clarify whether internet contributes to the possibility of Deliberative Democracy realization, we must regard for the restriction of Deliberative Democracy and investigate the effects of internet for the fulfillment of the public deliberation and the democracy. Besides, we also need to examine governmental changes in the process of its working talent and role, and further analyze the existing measure, establishment, usage of each local government. Therefore, this paper tends to use the standard theories of the Deliberative Democracy, and to cross the identification with the experience research inquisition. In order to understand the role, function, restriction and the implementation condition of each local government’s use of ICT in promoting the fulfillment of Deliberative Democracy. It is to provide the government the reference for promote the digital democracy, carrying out the digital management, and realizing the Cyber Deliberative Democracy.
