Abstract The cultural and creative industry has been the main global economic focus today. Higher education is paramount to cultivating professional creative talents. However, a major problem, as indicated by the ROC Ministry of Education, is the lack of linkage between the university and industry. National Taiwan University of Arts (NTUA) reused a deserted paper mill and established a cultural and creative park in 2007. It is the first and only case of this kind in Taiwan, and also an experimental site for industry academy cooperation. After four years this park has accumulated unique characteristics and educational achievements. But it also faces difficulties of operation. Therefore it is both important and urgent to re-examine the current situation to aid the development and planning of strategies. The purpose of this article is to investigate the development strategies of the creative cultural park of National Taiwan University of Arts. This researcher used SWOT analysis and provided the draft strategies. And then revision was made based on two focus group interviews. The results provided 4 kinds and 16 items of development strategies.
