Due to global competition, mass education and low birthrate, higher education internationalization (of which international student recruitment is an essential part) becomes a crucial issue for Taiwan. This paper is a review of the current implementation of joint education of Taiwan and Vietnam by examining related laws and regulations, programs and their types, and cooperation forms. As results, one finds (1) a certain limit of joint programs, (2) a strong competition to technology and vocational institutions from universities, and (3) a lack of cooperation in depth. To remedy these weaknesses, following points are suggested: first, the key programs should be based on the strength Taiwan-HEIs; second, cooperation should take into account the social and economic development of Vietnamt; third, the quality assurance mechanism of offshore education should be established; finally, the role of Taiwan Education Centers in supporting these offshore programs should be further maximized.
