過去研究指出社會信任提昇了政治信任與民主，不過社會信任使民主制度運行較 有效率並不代表個人民主滿意度會因此提昇。因為民主滿意度涉及兩種意涵，這使得 社會信任與民主滿意度間關係變得難以解釋。此外，多數研究忽略經濟評價、執政黨 支持與政黨成員的重要性。未控制相關重要變項，可能影響研究結果精確性。因此本 文目的欲重探社會信任、政治信任與民主滿意度間的真正關係。使用Pearson淨相關法 與多層次迴歸法分析ESS資料，研究發現：一、個人認知中社會信任與信任政治制度 間為顯著相關，符合社會資本論預期。二、社會信任與民主滿意度間原本有相關性， 在控制政治信任後，關係大多消失或減弱，這反應對民主滿意度的回應，多指涉對選 舉制度的滿意程度。三、在個體層次上社會信任與政治信任相互影響，在國家層次 中，政治信任是解釋個體社會信任的決定因素，一國社會信任亦影響著個體的政治信 任，文末則依研究結果對政策提供幾點建議。
According to previous studies, they indicate that social trust enhances political trust and democracy. However, social trust that can enhance the efficiency of democratic institution doesn’t mean interpersonal trust promotes individuals’ satisfaction about democracy. Actually, Satisfaction with democracy has two implications that make it difficult to explain its relationship with social trust. Besides, the importance of economic evaluation, ruling party’s supporting and party member is often ignored in many studies. If a research doesn’t take crucial variables into consideration, the result may be inaccurate. The article’s aim is to reanalyze the relationship between social trust and political trust, social trust and satisfaction with democracy. Adopting Pearson’s partial correlations and multilevel regression method to analyze ESS data, the results of this study include: first, in the individuals’ percept, significant correlations between generalized social trust and political trust corresponds with social capital theory ;second, after controlling political trust, pre-existing correlations between social trust and satisfaction with democracy disappear or attenuate. This article argues that the satisfaction with democracy mainly means the satisfaction with electoral institution; third, in the individual level, reciprocal relations happen between social trust and political trust. In the national level, political trust is the determinant of individual’s social trust and vice versa. Finally, the paper based on the results provides some suggestions for policy.
