題名:身心障礙者自我擁護與自我決策之探討

身心障礙者「自我擁護」(self-advocacy)與「自我決策」(self-determination)的探討與研究,近年來於美國受到相當大的關切與重視。儘管於二十幾年前Nir je (1972)即指出自我擁護與自我決策對身心障礙者的重要性,並且社會大眾也逐漸能夠接受身心障礙者自我倡議與擁有自我決策的權利,但是,就近二十幾年來障礙者特殊教育與社會福利歷史發展而言,身心障礙者邁向自我擁護與自我決策的道路,仍然滿佈荊棘的充滿困難。目前我國新修訂之「特殊教育法」(民86)雖也重視身心潛能的充分發揮,以及身心障礙學生自我決策的強調:並且新公佈之「身心障礙者保護法」(民86)亦著重保障身心障礙者公平參與社會生活之機會與權利。不過就觀念與作法而言,我國在此方面的發展仍有待改進與更加地落實。本文就美國發展的觀點,探討身心障礙者「自我擁護」與「自我決策」的涵義,「自我擁護」與「自我決策」的相關教育服務與方案,並進而提供相關之意見,以供改革發展我國身心障礙者特殊教育與社會福利之參考。
