民國八十三年八月一日公布的憲法增修條文第二條確立了「總統、副總統由中 華民國自由地區全體人民直接選舉...票最多之一組為當選」，民國八十四年八月 九日公布的總統、副總統選舉罷免法「第五十六條也明文規定：「選舉結果以候選 人得票最多一組當選」。因此我國第九任總統、副總統採相對多數決制，由全體公 民直接選舉產生。然而到了民國八十六年第四次修憲時，國民黨以「直選總統應有 堅實的民意基礎」為由，再度提出「絕對多數決制」的修憲主張，但在民進黨極力 反對下遭到擱置。民國八十九年三月十八日選舉結果，陳水扁以不到四成選票當選 第十任總統，此次選舉造就我國首位「少數總統」的產生。因而使總統選舉方式是 否應改為「絕對多數」再度成為話題。吾人相信此一課題依然會成為我國未來憲政 改革的重要議題之一。因此本文以世界各民主國家總統選舉方式及選舉制度歷史演 進與政治影響作分析結構，導引出我國今後總統大選是否應改採絕對多數而作結論。

　　　　　As the elecloral recsults dated March 18,2000, Mr.Chen, elected as the tenth President of Rcpublic of China, obtained loss than forty perscent of ballots. He was also the first minority president in electoral history. Because of the electoral results, to apply absolute majority as presidential electoral method becomes not only main issue in politics, and but also in constitutional reform. Therefore, the analytical structure of this research is based on the examination of presidential electoral methods in democratic countries, historical revolutin of electoral systems and political influences to explore whether presidential election in Taiwan should be applied absolute majority.
