  績效管理為當前政府再造的主要潮流,而績效待遇更是促使續效管理得以實踐成功的重要制度設計。西方國家由於行政文化使然,政府機關實施續效待遇制度之經驗甚為豐富,如:美、英、加拿大與OECD國家。我國目前雖尚未實施,但鑑於提昇公務生產力的要求與活化文官體制的民意壓力,學政界人士皆期望能建立適用於我國國情的績效待遇制度。本研究目的主要係從西方國家政府機關實施績效待過方面的運作經驗探討其在我國實踐之可行性。本研究以文獻分析、專家座談與開放型問卷調查等方式進行研究。首先,從美、英、加拿大、OECD國家等的運作經驗探討續效薪俸制度的運作狀況及其問題癥結。其次就我國建立績效待遇的配套條件、優勢與劣勢條件進行檢討;最後則提出短程與中長程的建議方案,以供考政當局參考。短程方案方面:修改公務人員考績法,重新建構「績效導向的考續制度」此外,建議績效考核制度宜劃分為「個人績效」與「團體績效」兩類,未來考續法可考慮將「團體績效」列入考績範圍。中長程方案方面則建議中央政府簡任公務員可試行續效待遇,故須創設一套簡單、彈性的「最高」與「最低」薪資結構表,以建構更為彈性的倖給結構。
  This project attempts to assess the feasibility of Pay-For-Performance(PFP) or Performance-related Payment (PRP) in Taiwan based on western countries experiences. The purpose of this research establishes a PFP or PFP system for Taiwan government. Research methods included literature review, brainstorming seminars, and open-ended questionnaire survey. Five parts are divided in this paper: (1) analyzing the experience of PFP or PRP system in USA, United kingdom, Canada, and OECD countries; (2) describing and criticizing the merits and shortcomings of PFP or PRP system for Taiwan's civil service system; and (3) recommending short-term and long-range alternatives for the authoritative agencies. This paper concludes that the current performance evaluation system should be reconstructed to improve our payment system for civil servants.
