民進黨政府的弊案連連，讓臺灣民眾難得形成反貪腐的政治共識，新一波的反貪腐改革蓄勢待發。然而，本文作者認為，除了強化選舉、媒體、政黨、司法體制的等外控機制之外，還必須考量以公職人員倫理準則為主的內控機制建構。本文先從民主制度的倫理因素、傳統倫理觀念的轉變突破，以及國家長遠發展的倫理基礎上，討論建構公職人員倫理準則的必要性，再從各國建構公共服務倫理的核心概念、主要價值，以及規範對象進行歸納，最後，我們認為，建構臺灣完整的「公職人員倫理法」，應當作為反貪腐制度改革不可或缺的一環，它也將會成為臺灣下一階段國家發展堅實的倫理基礎。
Recent political scandals in Taiwan have given birth to an anti-corruption majority coalition within the citizenry. Reforms are called for in order to strengthen institutional (external) control of public servants, including politicians and civil servants. However, authors advocate the importance of strengthening the ethical (internal) standards of public servants in the reform process. By identifying the differences between Eastern and Western governance ethics, the authors argue that establishing a new set of ethical codes through legislation is critical for the next step in successful national (political as well as economic) development in Taiwan.
