The purpose of this research is mainly an evaluation in experimental programs for counselors intervening in the elementary school counseling works in Chung-Hua for Friendly Campus of Schools Programs of Ministry of Education. Using CIPP model to analysis in four categories which includes Context evaluation, Input evaluation, Process evaluation, Product evaluation. On the other hand, the way of research covers questionnaire, Focusing Group Interviewing and Semi-structure Interviews. The results were summarized as followed: (1)About Context evaluation, the deficiency of professional counselors in schools and disable to obtain resources via other support resulted in difficultly carrying out counseling work. The urgent requirements for school are asking for counselors intervening and providing effective consultation to teachers and parents. (2)About Input evaluation, investigate the ways for guidance and assistance in schools and interpret the experimental programs for counselors intervening. (3)About Process evaluation, explain administration about counseling, consultation and supervision of the programs and discuss the main difficulty. (4)About Product evaluation, discuss the assistance in counseling and case-study symposium and the effectiveness for the whole project. Speech as an integral, school and teachers affirmed the project outcomes of professional counselors intervened elementary school guidance program. The school confirmed that professional counseling service could help young students who has difficulty, could assist teachers and school personnel to increase their professional knowledge, also could provide appropriate parenting education. As the result, the government has considered that the project of professional counselors intervened elementary school guidance program.
