家務勞動在過去一向被視為是屬於婦女的「天職」，且由於沒有生產，也一向被視為是「無酬」的工作，即使在勞動市場上出現家務工作的雇傭關係，社會上對於從事該工作的婦女也大都抱持著負面甚至歧視的態度。而彭婉如基金會作為一個非營利組織，向來致力於婦女權益的提升，對於從事家務照顧工作的婦女，也希望藉由各種正式和非正式的方式，來確保其勞動權益和利益。本文以婉如基金會為例，檢視其如何透過家務工作人員的專業訓練、品質保證，來改善社會觀感，進而主導家務工作的勞動市場；另一方面，更藉由成立工會組織（社區服務人員職業工會），來保障從事家務工作婦女的勞動權益，真正落實了家務工作者的就業福利與勞動權益保障。

In the past, household work was used to belong to women, and because of it’s non-productive character, it was usually taken as a kind of non-profit work; even there are household work in the labor market, people still hold negative and discriminative attitudes toward those women who engaged in household work. As a non-profit organization, Pong Wan-Ru Foundation is devoted to advance women’s rights all the time, to those who engaged in the household work, P.W.R Foundation also want to assure their labor rights and interests by every formal and informal ways. In this article, I would like to take the P.W.R Foundation as example, to examine how they can change the social images and further dominate the labor market of household work by professional training, guarantee of services quality. In addition, P.W.R Foundation assure these women’s labor rights by the setup of the Union(the Union of Community Servicewomen). These courses of action truly carry out the guarantee of employment welfare and labor rights of household workers.
