歷經兩次政黨輪替的臺灣，從2013年起面臨多次的社會運動（包括：陸軍下士洪仲丘命案事件、太陽花學運、核四停建），至使政府陷入社會困境當中。本研究透過調查文官學院受訓學員，瞭解渠等之服務動機、及自我期許等概念。經實證發現，文官在此困境中，仍高度自我期許為國家競爭力之關鍵。細究原因在於渠等以「憲政精神」之依法行政作為公共服務動機，始能於惡劣的社會困境中，持續為民服務。
