　　　　　本研究旨在了解我國國小課程標準修訂的決策過程，探討其中有關決策依據、決策組織、決策人員、決策程序及決策內容等五方面的問題，並釐清問題之所在，以針對問題提出建議及改進方向，作為主管教育行政機關與課程工作者發展課程之參考。 　　為達研究目的，本研究主要採文件分析法、問卷調查法和訪問調查法。透過前述方法，本研究主要結論是：國小課程標準修訂方式已有突破，然而所參考的資訊仍顯不足；修訂工作仍應設專責機構負責較佳；委員參與的興趣濃厚卻分身乏術；決策內容具有多項特色，然而部分科目及節數的安排，是在多方面協調之下妥協的結果。 　　基於上述結論，本研究提出下列七項建議：（一）成立與規劃課程研究及發展之專責機構；（二）重視課程標準修訂的相關資訊之蒐集；（三）重視課程決策人員的組成與專業能力的培養；（四）審慎程標準的設計與內涵的問題（五）深入研究課程標準的設計與內涵的問題；（六）重視新課程實施的相關配合措施；（七）推動並輔導學校的課程發展與實施。
　　　　　 The processes of revising the elementary school curriculum standard in R.O.C. are investigated. The Ministry of Education establishes the Curriculum Standard Revision Committee to revise the elementary school curriculum standard. Data on Curriculum decision foundation, curriculum decision organization, curriculum personnel, cuuiculum decision procedure and curriculum decision content were collected via document analyses, a questionnaire and interviews. The Elementary School Curriculum Standard Revision Process Survey was used as the survey instrument. The instrument was mailed to 184 members of the Curriculum Standard Revision Committee, 142 usable surveys were obtained. Besides, 25 mem bers of the Curriculum Standard Revision Committee were interviewed. Results indicate some problems existing in the process of revising the elementary school curriculum standard, such as lacking in objective data, part-time curriculum committees, lacking in opportunities of communicatin between curriculum committees, etc. Seven suggestions are offered : (1) Establishing and planning curriculum research and development center; (2) Collecting data about curriculum development, implementation and evaluation; (3) Paying attention to the formation and talent of curriculum decision-makers; (4) Carefully arranging the procedures of revising the curriculum standard; (5) Studying the design and contents of the curriculum implementation; (7) Supporting school-based curriculum development and implementation. The survey instrument--the Elementary School Curriculum Standard Revision Process Survey--is appended.
