本研究旨在透過歷史研究，來探討在台灣積體電路工業發展過程中，政府與私人企業互動，及其所構成的產業動力。按照互動的過程，區分出5個階段。在這發展歷程中，可以看到政府在一開始，透過公有的實驗室，扮演著技術領導性的角色。但這種領導角色也逐漸地由於衍生公司導致技術與人才外移至私人部門，而被從海外回流人才以及跨國技術合作所取代。這種由海外人才回流所創設的中小型公司，不僅多元化了產品系譜，也與大型製造公司構成互補關係，成為1990年代以後產業發展主要動力的一部份，這也是台灣IC工業垂直分工體系的特色。
This research aims to explore the dynamics of Taiwan's integrated circuit industry through a historical study. Five stages of developments are specified, and each stages demonstrate the interplay between the government's initiatives and private entrepreneurship. Although the government, via the public laboratory, plays a leading role in the start-up of local IC companies in the 1980s, a new wave of returnee start-ups and international cooperation agreements come to dominate the stage in the 1990s. These new small to medium sized returnee start-ups constitute a new technological dynamics for the IC industrial system. Therefore, it will be misguided to argue that state intervention itself or private initiative as the exclusive driving force behind the development of the IC industry which is characterized by an industrial system of vertical disintegration.
