The purpose of this study is to explore the principles, criteria and methods of teaching assessment and construct a practical teaching assessment framework for school system. The trend in recent years, the purpose of teacher evaluation will integrate teacher accountability with professional growth. A new teaching assessment system should base on teacher's everday practive, collecting performance data from diverse sources in order to understand teacher's pedagogy in its multiple contexts. Teachers are encouraged t involve in assessment procedure for understanding their self-assessments and professional growth requirement. In this paper, we suggest that using teaching portfolios and Developmental Teacher Evaluation in the assessment system to get the information for both teacher effectiveness and teacher's professional growth requiement.
