九○年代是臺灣社會福利政策擴展的一個重要時期，相較解嚴之前，以軍人、榮民和公務員為主的社會保險系統，進入多黨政治的九○年代擴展了健康、失業和年金保險的議題；所實施的全民健康保險、各式的社會津貼和規畫的國民年金，也多以普遍性方案為原則，大幅的擴增給付人口。對於這樣的發展現象，本文將藉由新制度主義的觀點，來組織影響臺灣社會福利政策的因素。假設解嚴後政治制度條件產生了變遷，改變了過去行動者的位置，而促使九○年代普遍性方案的擴展。新制度主義以制度做為觀察點，討論的面向將從國家的能力、對市場的控制結構、利益團體的組織型態以及國家和利益團體互動的模式，來解釋臺灣社會福利政策的發展。
The approach of ‘New Institutionalism’ views the political institution as a significant structure. The political challenge and outcome of the policy are decided by the institutional structure. The structural characters of the government system, the party and election system and the organization of labor and capital, id. state structure are seen as the deciding factor for social policy development. For the causal position it emphasizes a more autonomous role for political institutions, while it does not deny the importance of social context and motive of the individual actor. I will discuss the development of social insurance in Taiwan from the approach of ‘New Institutionalism’, and explain, how the frame for the conflict and the coalition of the social group shapes the social insurance policy in Taiwan.
