在全球與在地的空間尺度辯證之中，都市政府的角色由抑制、管理與支配，越來越偏向協調、整合與駕馭，也就是由統治者轉向治理者；治理者有所謂善治的判準，包括決策的透明程度，政策施行的效度，與問責。台灣作為東亞一個發展掛帥型國家，地方民主制度已經成為日常生活的常態，加上地方政府由中央政府的授權與分權過程，擔負問責的角色日重，就治理的判準而言，儼然成為地方城邦或國家。基此，本文探究台灣25個縣市政府，自1961年至2010年所締結的217組姊妹縣市之間，就其所發展出來的地方外交關係，藉善治的判準，檢視市民社會、企業組織與政府機構之間的結構與能動者，在全球思考與地方行動的尺度階梯跳躍之間，闡明地方政府締結姊妹縣市的策略與象徵意義。
Under the spatial scale dialectics between global and local governments, the role of urban governments has been shifting from resistance, control and manipulation toward negotiation, coordination and management. Therefore, the government is transforming from a commander into a coordinator. There is so called good governance which features characteristics, including transparent decision-making process, utility and accountability. Taiwan, as one of development-oriented countries in East Asia, is known for its local governments, including 7 cities and 18 counties. Empowered by devolution, city/county government plays an active role in terms of economic booster, interurban competition and urban spectacle. This paper explores the municipal foreign diplomatic relationship between 217 sister cities and 25 cities and counties all over Taiwan during 1961 to 2010 in an attempt to investigate the scale jumping of devolution within global and local governance. In addition, this essay attempts to illuminate strategies employed by local governments as well as its symbolic meanings.
