知名的國際學者段義孚曾說：「地理景觀就是『人的鏡子』(mirror of man)」。『高雄港都』是世界都市網絡中的工業景觀與商業大都會，正是長期以來人與地的對話、互動的結果。過去有關高雄港市發展的研究頗多，特別是有關「港市合一」議題的討論，然而，一個港灣城市的發展無法囿於「一港」、「一市」的地理範疇來理解與分析，因此，高雄港對高雄市的意義與重要性無法只建立在「一港」或「一市」的時空脈絡之下。本文採歷史資料回顧方法，探討高雄港都發展的過程，並援引 Hoyle港灣都市變遷理論，為描述性研究 (Descriptive model)。本研究在探討都市發展與港埠用地功能的變化，就都市計畫發佈、築港計畫政策配合，以及土地利用、居住人口、及業人口等因子空間分佈，研析都市發展歷程與港口連結緊密性與疏離感趨勢。特別是，日治時期南進政策的工業建設、光復後聯合國經合會引入美國都市與區域計畫規劃理念，最後在全球化下文化轉向、制度轉向時趨裡，高雄港灣都市面對海運技術改變、與環境品質等要求影響其都市的內涵。所謂港市互依互動或疏離，包括產業發展如港區腹地、工業用地、人口分佈如就業機會、通勤距離；以及居民對港埠的空間認同等。高雄港都在前述的政經機制與發展背景下，本研究發現高雄港都發展與 Hoyle的變遷理論階段大致吻合，都市與港口的關係正逐漸的疏離（貨櫃港）與朝向水岸再發展（舊商港）。
Famous international scholar Duan YiFu said, “geographical view is the mirror of man＂. Kaohsiung harbor can develop as an industrial scene and commercial harbor metropolis into in the urban network of the world, because of the dialogue and interaction amongst people and places for a long time. It also resulted from a great deal of natural conditions, human factor and interacted mechanisms with government policies. There have been lots of research on the development of Kaohsiung harbor-city, especially about the issue of “unity of harbor and city＂. However, the meaning and importance of Kaohsiung harbor to Kaohsiung city is unable to realize in the context of one harbor or one city. This study is to explore the interaction of harbor-city development by geography data mapping, and to present spatial information (railway development, urban plan, population, industry, land utilization etc.). Similar to most research, we can see interactions between harbor and city resulted in growing prosperity of industrial harbor. The interdependency between a harbor city and its historical context is undoubted (Wu, 2004: 89)。Secondly, under the circumstances of the postindustrial city development, this study argued that the interdependent relationship with a harbor and a city has been incrementally dispersed since the symbiosis in the past. In order to increase the close independency between Kahsiung city and the harbor, there are many policies needed to plan and implement. Finally, under the trend of the harbor city unify in Kaohsiung, the study found that interaction between Kaohsiung harbor and the city is related to the conflict of land use, the problem of overlapped administration and the dispersed impact of harbor development to regional economics.
