The Taipei City Government has established 12 sports centers for public use in all administrative districts in 2010. It operates based on an open tendering outsourcing business model. Past studies have shown that geographic location and traffic flow are important factors affecting the effective operation of sports centers. This two-part paper explores the relationship between management factors and spatial econometrics for the Taipei Sports Center, evaluating geographic location and traffic flow with reference to Anselin's spatial statistical method. The method is applied to the evaluation of the 12 other sports centers in Taipei. We conclude that spatial analysis can establish the operation and management factors of Taipei Sports Center and their relation to adjacent sites. Further recommendations to influence performance include avoiding the spatial correlation of sports centers. Finally, the spatial model can be utilized as a reference for future evaluation of potential locations and management of sports centers in Taiwan.
