本文首先論述錯誤傾向的政策制訂過程，乃是形成不良政策的根本原因，導致政策失靈的關鍵因素。這項指陳的目的在於：提醒相關決策者及政策分析學子，應由過去不太妥適的認定反省，轉而注意真正造成政策成敗的焦點。 而錯誤傾向的政策制訂過程，每由不當的政策透視角度所起。如若透視角度深受過往決策經驗宰制，不容許網絡中行為者的理性互動，欠缺對環境的對應性及反省，則會產生所謂不良的政策。 基於這項新的反省與體認，本文進一步探究臺灣在制訂愛滋病防治政策上，所出現的種種錯誤傾向，及因而引發的離心化困境。並為了扭正制訂過程的錯誤傾向，本文最後探討如何從不當透視角度的轉型，來化解離心化困境之道。

　　　　　The first purpose of this paper is to discuss that the real cause of bad policy is resulted from error-prone policy-making processes. This discussion is to remind practitioners and policy students that policy itself is not the root cause of policy failure but its inappropriate making processes. However, policy perspective formed by policy environment, policy networks and past experiences constrains the whole policymaking processes and leads to bad policy. According to this reflection and understanding, the paper furtherly addresses the error-prone Anti-AIDS policy-making in Taiwan and points out its errors and predicaments. The predicaments of Anti-AIDS policy-making in Taiwan - the centrifugalization of policy stakeholders - need to be attacked. Their attacking strategies to transform policy perspective and mitigate the degree of centrifugalization are also designed in this paper.
