　　　　　制度論(institutionalism)的研究途徑及在整合組織現象的個體(micro)與總體 (macro)分析的成果，對組織理論提供一個一般性的分析架構。其整合了傳統時期所強調的 正式組織理論、行為科學時期的非正式組織及符號功能理論，以及開放系統理論時期的環境 影響組織的研究。所謂「制度」是指：人類心智所建構的一套一致遵循的規範系統，以約束 個體之間重覆發生的互動行為。至於所謂「制度化」(institutionalixstion)意指：個體相 互主觀地贊同、內化及外化此心智建構的過程。制度環境是透過強制性的(coercive)、模仿 性的(mimetic)及規範性的(normative)三個機制，去影響組織的結構與運作。本文研究的焦 點為警察組織。希望以制度論作為警察組織理論研究的新取向，並試圖找出制度論的組織理 論對警察組織的啟示。
