摘要
創新的研究領域非常寬廣,創新可以從許多不同的觀點來加以研究,過去的學者為了瞭解組織採用創新的行為與創新的決定因素,常將創新加以分類,過去關於創新分類的文獻,主要以三種分類最受矚目,且每一類均有兩種相對的類型,分別是:管理與技術創新;產品與製程創新;跳躍式與漸進式創新,管理與技術創新在這些分類上特別具有意義,因為這是一種較一般,且能涵蓋社會結構因素與技術的分類法。過去的研究者常將研究取向分為三類,分別是:「創新的擴散」、「組織的創新能力」與「歷程理論」之研究取向,然而過去的研究卻未能提供清楚的步驟、方法及衡量量表來衡量組織創新,此外,不同的產業其衡量所強調的活動也有所差異,在國內相關的研究仍不多見。基於上述理由,本研究將建構一個較適合衡量台灣資訊電子業公司的組織創新模式。此外,本研究並據以推論出實證研究之相關假設,根據實證結果,本文亦提出具體建議。
本研究主要目的在建構我國高科技企業組織創新的構面及評估指標,進而了解目前國內高科技企業之組織創新的能力與水準,並可做企業改善的依據及指導方針,此外,研究結果也可做為建構組織創新模式及創新理論之基礎。研究方法上,本研究透過文獻分析法、人員深度訪談及焦點群體法之運用,建構初步之組織創新評估指標系統,並透過多變量統計分析與因素分析及層級分析程序法,建立評估指標權重,最後建構出本研究之組織創新評估模式,研究結果顯示一企業組織創新能力之發揮以「產品創新」、「策略創新」、「組織制度創新」較為重要。

Abstract
The field of innovation is very broad. Innovation has been conceptualized in many ways and studied from several perspectives. Past research has argued that distinguishing types of innovation is necessary for understanding organizations’ adoption behavior and identifying the determinants of innovation in them. Among numerous typologies of innovation advanced in the relevant literature, three have gained the most attention. Each centers on a pair of types of innovation: administrative and technical, product and process, and radical and incremental. The distinction between administrative and technical innovations is important because it relates to a more general distinction between social structure and technology. Although authors have made distinctions among studies of the “diffusion of innovation”,” organizational innovativeness” and “process theory research”, no clear steps or methods for using the inventory effectively have been provided, nor has a set of accepted standards been made available by which the organizational innovation can be measured. Additionally, the emphases found in organizational innovation activities in various industries are different. Moreover, there are still few related researches in our country. It is for these reasons that the proposed study will design a model, suitable for use by information and electronic industry in Taiwan, to measure the organizational innovation. An empirical analysis for the measuring model will be conducted.
The main goal of this research is to develop and construct a localized measuring model suitable for the task of making evaluations of organizational innovation in Taiwanese information and electronic enterprises. In addition to researching relevant literature on the subject, the steps involved in the construction of our measuring model will include opinions consultation of the experts, scholars and practitioners in innovation and organizational theory in Taiwan. Furthermore, in-depth interview and focus group ,analytic hierarchy process(AHP), and questionnaire analysis method integrated by qualitative and quantitative methods will be employed. We will summarize the expert’s opinions, select the measurement indicators, and calculate the weight of dimensions and items. After finishing the construct of organizational innovation model, the empirical study will reveal the validity and reliability of the measuring model of the present study, and that it will prove the suitability of the measuring model which researchers and businesses in Taiwan can use to measure organizational innovation.
Through analytic hierarchy process, multivariate analysis of variance and factor analysis, to create a weighted of measurement indicator, in order to confirm the indicator and organizational innovation cause and effect relationship, and finally to construct this research’s organizational innovation measurement model. After finishing the construct of organizational innovation model, the empirical study conclude the most important dimension to measure organizational innovation including: product innovation, strategy innovation and organizational system innovation.
