By interviewing sixty-one experienced informers related to Taiwan's newspaper circulation systems, this study aims to explain how Taiwan's Newspaper Deregulation Acts influence the functioning of newspaper circulation systems. The lifting of the regulation on issuing new certificates, the restriction of newspaper printing in different places, and the limit of newspaper volumes are discussed in a detail. Findings suggest that the restriction of newspaper printing locations set a limit on the spatial development of large newspaper conglomerates. The lifting of the limit on newspaper volumes contributed to the commercialized and market-oriented transformation of newspaper distributing processes especially in urban areas. The lifting of these Acts produced great effects on Taiwan's newspaper circulation systems. For newspaper companies, the pursuit of "time" and "spontaneity" is a crucial factor for their circulation success. In the local distribution networks and distributing agencies, on the other hand, the control of "space" and "dispersion" in spaces is essential for efficient work. If newspaper companies want to be successful in its circulation network, "time" and "space" are both important factors not to neglect.
