題名:東部國中生的原住民教育優惠政策立場--比較原漢接觸效應

花東兩縣的原住民人口比例佔四分之一強,成為東臺灣一項關鍵的人文特徵。在如此特殊的族群人口組成地區,東臺灣漢人對原住民優惠政策也特別抗拒;和其他地區的原住民比起來,東臺灣的原住民對原住民優惠政策也相對地有所保留。本文以這項背景為出發點,以東臺灣的國中學生為研究現象,探討不同層次的原漢接觸機會和經驗,如何對一項最敏感的族群議題-教育優惠政策-產生不同效應。實証分析依據深度訪談和在東部國中所收集到的問卷調查資料(N=2,197),從學校、班級、普通朋友、核心網絡成員、家庭成員這些不同層面的原漢族群組成,以及原漢接觸的方向,來檢驗對教育優惠政策的立場。對漢人學生而言,好朋友當中的原住民所佔比例愈高,或者父母是原住民和漢人通婚的,都很明顯認為原住民學生應該受到特別的優待。如果原住民好朋友常到漢人家裡,則在漢人主宰的族群網絡重疊情境中,容易增強漢人國中生對原住民的負面反應;反之,漢人國中生如果親身進入原住民好朋友家裡,跟對方親人有所接觸,則會明顯地經由這種網絡重疊經驗,增強對原住民的理解與同情,進而支持原住民就學優惠政策。網絡重疊的族群接觸,對族群立場產生明顯效應,這種效應不但印証社會網絡重疊的理論論述,更揭示東臺灣原漢接觸的一個重要面向。
As a significant minority group in eastern Taiwan, the indigenous peoples face distincitive Han-Austronesian relations. Previous studies have shown that, compared to their western counterparts, the dominant eastern Han resist the welfare policy designed exclusively for the indigenous peoples, while the estern indigenous peoples show more reservations as well. This study extends this line of inquiry by examining how attitudes toward the indigenous welfare policy vary on Han-Austronesian contacts in eastern middle schools. Data are drawn from in-depth interviews and a sampling survey conducted in 14 middle schools (N=2,197). Among different levels in schools, classes, friendship networks, core networks, and family members, more contacts with the indigenous peoples in friendship networks and family members significantly lead Han students to support the indigenous welfare policy. Though the ethnic composition of Han's core networks only shows a moderate effect, the direction of the ego-alter interaction renders contrasting outcomes. For those Han students who go to visit their best Austronesian friends' home, the indigenous welfare policy sounds more reasonable and legitimate. But for those Han students whose best Austronesian friends come to visit them at home, the welfare policy seems more questionable. Thus, Han students tend to maintain or strengthen negative attitudes toward indigenous welfare policy under Han-oriented contact situations, even in intimate atmosphere. Such negative attitudes subside or revert, on the contrary, when Han students enter Austronesian-oriented contact situations, where the idigenous culture predominates and Han's core networks overlap with the family networks of their best Austronesian friends. The findings shed light on the theories of network closure as well as ethnic relations, and further illustrate the unique Han-Austronesian contact situations in eastern Taiwan.
